Are you doing a separate diagram for the sheler? Will they share any common spaces? dining hall? offices?
You need to separate the private with public spaces. And I agree you need to have two bubble diagrams, one for the shelter and one for the mosque. It will clarify things. You should also color code your spaces. (private, semi,private, public)
